it is a bipartisan defense bill. one that serves the interests of our men and women in uniform and spreerves the important principle of congressional oversight over the pentagon. here's some examples of what will be in the bill that will be considered by the house later this week and then hopefully by the senate next week. the bill will extend the department of defense's thought to pay combat pay and hardship duty pay for our troops. the bill relative to guantanamo includes that part of the senate language easing restrictions on overseas transfers of gitmo detainees but it retains the house prohibitions on transferring detainees to the united states. although we were unable to consider the gillibrand and mccaskill amendments on the senate floor, the bill includes -- or in the bill itself that will be forthcoming, the bill includes more than 20 other provisions to address the problem of sexual assault in the military that were the senate bill that came to the floor out of the committee and that were in the house of re

host: that was defense secretary chuck hagel speaking. andrew tilghman from "military times," walk us through what he said and what are the actual costs of personnel for our military. guest: the secretary is certainly right that the cost of military personnel has grown a lot over the past 10 years. there have been a lot of pay raises, particularly in the early part of past decade were the wars in iraq and afghanistan were at their peak. congress has granted additional benefits to military personnel. but what the secretary does not talk about is the percentage of that growth relative to everything else. what i found is that when i dug into the budget documents from the dod website, really what i found was that personnel costs are indeed rising, but so is the money for operations. so is spending on buying new weapons systems, and so is spending on research and development. the pie is growing at a very great rate, but each slice of the pie, personnel and everything else, is not really growing at a significant rate over any of the other ones.

it's designed to give each branch of the ability of self protection and self defense and a great deal ride on the use of that power. in my view some of the questions we are going to talk about today are close questions. things like internet gambling, drug enforcement. i think you can have credible argument on the administration side but ideally the president has exceeded his brief. the president is required to execute the law and is not required to enforce all equally or commit the same resources to them but i believe the president has crossed the line and some of these areas which i address in my testimony. what i want to start my opening statement is the emphasis this isn't a fight between politicians. rather this goes to the heart of what is the madisonian system. if a president can change the meaning of the law and a substantial way or refuse to enforce them it takes off-line the very thing that stabilizes the system. ideally that members will load the data they allow that to happen. this will not be the last president. there will be more presidents that will claim the same author
